As part of the beginning stage of the UARP relicensing process, SMUD evaluated the potential for modifications to the UARP and identified the potential addition of a pumped-storage development at Iowa Hill in its Initial Information Package (SMUD 2001). Based primarily on results from feasibility studies, SMUD decided to include the Iowa Hill Pumped-storage Development in its application for a new UARP license. SMUD’s most recent description of the proposed Iowa Hill Development was issued in November 2003 (SMUD 2003d). This document noted that design and construction plans for the project were subject to change as studies were conducted. The description of the project that follows reflects how the project has evolved during the past years in response to on-going engineering studies and findings from environmental studies. In addition, future findings could further alter the project. Therefore, the proposed Iowa Hill Development description documents the design and construction of the project as of January 2005.
