A result of the
relicensing process is the development of several sets of documents. SMUD followed the alternative relicensing
process (ALP) for the relicensing of the Upper American River Project (UARP).
This process had as one of its main components the following: a one-step
National Environmental Policy Act ("NEPA") review process, in
which the Sacramento Municipal Utility District ("SMUD"), in
cooperation with stakeholders and with the assistance of the Federal
Energy Regulatory Commission ("FERC"), prepared a preliminary
draft environmental assessment ("EA") that was submitted to FERC along with the UARP license application. The one-step NEPA review
process was coordinated with responsibilities under the
California Environmental Quality Act ("CEQA").
The relicensing of the UARP (FERC No. 2101) began in 2001 and will likely conclude in
2007. Beginning in 2001 and continuing into 2002, SMUD, other stakeholders
and the public focused on reviewing goals, identifying issues, and
designing technical studies. Technical studies were conducted in 2002
and 2003 followed by study reports generated by the various Technical Working
Groups. SMUD staff prepared the license application in 2003 and
2004. The license application was submitted to the FERC in July 2005. After filing, FERC will conduct an
independent review of the application and issue its relicensing decision.
The Upper American River Project is in the
final stages of the Relicensing Process. As the process moved forward
and the documents were created, they were included here in PDF format.
