Availability
of information with open access to all parties involved is the foundation
of the relicensing process. All interested parties: resource agencies,
nongovernmental organizations, and stakeholders were invited to
correspond with SMUD and with each other. All correspondence that followed
the Public Review Process has been
posted on the web. This asset of open access to the
correspondence promoted a frank and thoughtful atmosphere of communication between all parties involved.
